NEG own the last 2 stations in Fuelum, but their retreat failed. Now we need to cause another one. Please run missions for ALL factions EXCEPT NEG, and avoid any actions at Padalka or Plancius. Attacking the planetary settlement Hippalus Horizons will also help.
NEG are pending in an election in Spinibo. They won't be able to retreat until it's over, whatever the outcome. Running 1 or 2 missions for Llyr Citizens' Forum in Spinibo should be enough to make sure NEG lose it quickly.
