Carriers: When to Use a Carrier for a Rescue
Only use a carrier when the client is confirmed to be in a system that they can't return from without carrier help.
Always check whether the client system is reachable by conventional means first, whether the client has the possibility to use jumponium (see Client Missing Jumponium), or has neutron star access available.

Carriers: When to go Forth and Rescue a Carrier
If the client is in a pocket of star systems with no access to icy rings, the request for help may be valid, ie. if the client is unable to mine fuel because of their location.
Carrier rescue is not to be conducted in cases where the client can rescue themselves with our guidance.
